ICWMT12

The Development of Tools to Counter Illegal Management and Trade of Waste (DOTCOM Waste Training) was held in Beijing on October 17-20, 2017 by Basel Convention Regional Centre for Asia and the Pacific/Stockholm Convention Regional Centre for Capacity-building and the Transfer of Technology in Asia and the Pacific (BCRC China/SCRCAP). The training was under the 12th International Conference on Waste Management and Technology (ICWMT12). 21 participants came from China and 9 from European countries including Croatia, the United Kingdom, Belgium, Italy, Netherlands, Norway, Portugal, Germany and Spain. The units involved in the training consisted of Customs, Inspection and Quarantine Bureau, Courts, Procuratorate, Public security and Environmental Science Research Institute. Professor Li Jinhui, the executive director of BCRC China/SCRCAP presided over the opening ceremony. The opening speech have been delivered respectively by Mr. Dai Xiang, the deputy director of Solid Waste from Department of Soil Environment Management, the Ministry of Environmental Protection of China, Ms. Vittoria Luda Di Cortemiglia, Senior Researcher and Consultant at United Nations University and Mr. Hou Deyi, Assistant to the Dean of Environment School, Tsinghua University. 
    The training invited Ms. Vittoria Luda Di Cortemiglia, Ms. Nancy Isarin (Environmental Consultant at Ambiendura and Communications), Mr. Howard McCann (Principal Counsel of the UK Environment Agency) and Mr. Huibrecht van Westen (Coordinator, Regional Enforcement Network for Chemicals and Waste, UNEP) to give instructions. The four trainers gave lectures on definition of waste, supervision and monitoring of waste transfer, intelligence, and the treatment, prosecution and conviction concerning containers carrying waste. Group discussions were also encouraged. Ms. Zheng Lixia, the director of Regional Waste Management from BCRC China/SCRCAP introduced the practice on waste import & export management of China. Mr. Zhou Ailong from Nanjing Customs shared some cases of inspection for waste import & export. After training, delegates visited the General Administration of Customs China and participated in the discussion on List of Banned Solid Waste published by China in July this year, which extremely concerned by European delegates.
    The DOTCOM Waste project is funded by EU Commission, which is organized by United Nations University and implemented by 8 organizations including BCRC China/SCRCAP, Cross-border Research Association, Compliance & Risks, Tecoms SRL, Ports Environmental Network Africa, Basel Convention Coordinating Centre for the African Region and Public Prosecutor Office of Bari.
