会议背景介绍：     首都北京目前正处于工业化中期向后期推进的阶段，工业化进程尚未最终完成,国际大都市发展内在规律要求首都必须加快技术创新和高新技术产业化进程，完善产业链，提高产品附加值。当前，新型工业化道路出现的二、三产业之间相互融合的趋势，有利于充分发挥北京的比较优势，推动高新技术产业和现代服务业的互相促进、共同发展。北京工业必须坚持以科学发展观为统领，走新型工业化道路，以信息化带动工业化，以高端、高效、高辐射力和资源节约、环境友好为产业发展方向。
北京经济的发展为现代工业工程与工程管理的学术研究和应用创造了新的机遇。本次会议作为经验成果交流的学术平台，将深入研究并探讨管理科学的创新理论与方法。
    我们真诚期待众多的IE&EM有识之士播种首都、耕耘首都、收获首都、植根首都！
会议包括以下内容：大会主题发言、邀请论文报告、企业家论坛、参观企业。届时大会将邀请汪应洛院士、王众托院士、郭重庆院士、刘源张院士等为大会作主题发言。本会议由国家自然科学基金委管理科学部和教育部管理科学与工程教学指导委员会资助。
本次会议由中国机械工程学会工业工程分会和IEEE北京分会联合主办，由北京联合大学承办，在本次会议上所发表的论文将被IEEE Xplore收录同时被EI检索。
The International Conference on Industrial Engineering and Engineering Management (IE&EM), initiated in 1994, has been held every year. The conference has grown steadily over time and is now evolved into one of the important international conferences. With growing international participation, it offers a unique opportunity for academic and technical exchanges between China IE specialists and researchers through out the world.
As an academic platform of the experience and outcome exchange, the 16th Conference will in-depth study and explore the theories and innovative methods of industrial engineering and engineering management.The main theme of this conference is “Industrial Engineering and Management Innovation Energy-saving, environmental protection—-building a harmonious development of the Beijing”. The essence of the conference is to discuss the innovation of IE & EM theory and methodology, facilitate the advantage of IE & EM based on the rapid progress of China's economy.
