Keynote Talk:

Developing China's Standards of English

Language standards serve different purposes, such as language learning, teaching, and assessment. This talkintroduces the development of China’s Standards of English (CSE), including its rationale, framework, development procedures, and validation.Based on the communicative language competence model (Bachman 1990; Bachman & Palmer 1996) and the use-oriented principle, theCSE defines the English language competence for the Chinese EFL learners. The English language competence is divided into comprehension competence and expression competence. Considering the Chinese EFL context, the ability of mediation between English and Chinese, i.e. the translation competence and the interpretation competence, is also included in the framework. Standards for the Chinese EFL learners are defined in different levels with a set of “can-do” statements (Council of Europe 2001; Pearson 2016).
